Adding a new Mandatory leave calendar is exactly the same as adding a standard holiday calendar (working year calendar) except the type should be set to Mandatory Holiday. Once the first stage of adding the calendar has been completed, the specific dates of mandatory leave should be added to each year in the calendar set.
